I don't know why it won't let you. As I already said the game does that sometimes and no one knows why it does that.

Okay, I guess I should just accept that fact and live with it. But I was hoping to the last that there is a way to fix it with cheats or mods.

Adding lots was something that was half baked and shoe horned in via one of the later patches. It doesn't work right because the engine wasn't built with it in mind. Just like adding scenery to the world lot, it doesn't rebuild routing and Sims walk through things they shouldn't. I suspect that area probably has no routing paint which is why it's acting weird and also won't let you place lots.

No that area has routing paint I had Midnight Hollow in CAW before.

I remember this problem on earlier patches (1.12?). Perhaps it's incorrigible or the developers didn't want to fix it. However, I know from my own experience that if you carelessly put a lot on the edge of the road, there will be a hole. I guess I was lucky, because in the worst case, sims can try to cross it on the boat :huh:
