Hi there. The best resource we can point to is the illustrated setup guide at MTS. The Framework is merely three subfolders nested correctly -- Mods is first level, then inside should go three and only three things, the Packages subfolder, the Overrides subfolder (usually empty), and the Resource.cfg file. The mods themselves once unzipped/extracted to packages to inside of the Packages subfolder. When finished, the setup should look exactly as it is pictured here, plus or minus some differences around the edges for different operating systems.

If you use the setup they provide for download, then it's just a matter of unzipping and placing the Mod folder with its ingredients into your TS3 user game folder in Documents. It comes with two small sample mods, NoIntro and NoBuildSparkles, for testing to make sure the setup is working and that can be kept or discarded after the test as one wishes.
