Not sure the tub is open to the entire public, I think it's intended for the residents of the apartment building and their guests. But yes, of course and he has no future if left on his own. It's just very rare for me to see a happy and relaxed look on that sim's face unless his friends (my sims) are in some way responsible for it, so although only temporary the image kind of stuck with me.
