I downloaded only the base mod bc I thought I can do all things with it but when I want more sims in my household ( I have 11 Sims right now) then my game is always telling me that I reached the maximum. Do I need another mod for it? It'd be really helpful if someone can answer my question! xx

You posted this in Site Help and Feedback. That is the board meant for issues and questions about this website, not about the mods or the game. I will move it to Chatterbox, our general purpose board, for now as it's not quite clear which mod we are talking about. There are 39 mods on offer here, not counting Ani's mods.
Will assume for the moment that you mean MasterController, though. The one setting there that is relevant is, on City Hall or an in-game computer, NRaas > MC > Settings > Allow Greater than Eight > True.
However, this only applies to MC commands like Add Sim, Pollinate, and Instant Baby. The additional mods you require depend on what it is you are trying to do. This page explains the role that the other mods play when working with overstuffed households.

As you mention the barrier at or around 11 sims, I am also going to guess that you are putting households together in Create a Household (CAH), not so much trying to move them in together or make babies when the household is already full. There is no way to exceed the maximum of 10 sims that way even with MC and MC Integration in play. To create a larger household than that, it must be done in parts, placed in separate households, then MC > Add Sim used in-game to put the more complete household together, and MC's other commands to fix family relations (Add Parent/Child/Sibling) as needed. The MC Cheats module is required for the family relations adjustments. But this part is still conjecture until we find out exactly what you are attempting and where you are being limited.
