Actually it really looks like, yes, the "inactive" Sims age and so on, but I'm pretty sure they only do so "on paper" -- and get updated soon as they get "in scope" again. Kind of like the aging of Sims in China, if you're in your homeworld. Upon loading, the game says "oh dear I have to age up these Sims".
All of this would not have mattered one bit, if it happened to be an online game where YOU may not have that region loaded at that time, but the person who you're playing with MIGHT. In that scenario, your Story Progression comes from the OTHER on-line players. Convert that back to single-player and there is no way to "make anything happen" in an unloaded region.
