Um, so... this was bothering me a bit. Or maybe a bit more than a bit. So I had to go and check—clean folder, ET, OW, MC, SP, and SP Extra, nothing else. And guess what didn't show up? I just had the same four options that John listed; Propagate Mourn Moodlet on Death was nowhere to be found. So I took a wild guess and installed SP Relationship, and there it was.

I, um, also might have gone through the entire list of the options that are supposed to be enabled by SP Extra. (I know, I know, my OCD is showing.) I found a couple more options that weren't available with Extra only installed:

Options: Death > Inheritors (listed as base SP but not available with Extra and Relationship installed)
Options: Personalities > Breakup Opposing Clans (supposed to be enabled with base SP but only shows up with Relationship)
Options: Personalities > Options: Extra: Relationship (showed up with Relationship installed; no surprise there)
Options: Pregnancy > Chance of Identical Twins (didn't appear with Relationship either)
Options: Pregnancy > Red Haired Baby (also listed as base SP; shows up with Relationship but not Extra)

This is obviously not a thorough accounting by any means, but perhaps the list of SP interactions could use some updating?

(Please don't be mad. When I say I can't help it, I'm really not kidding.)

I don't know what you guys are talking about. The option under General > Options:Death clearly says the SP Relationship add-on module.

Okay, of course that's because I just changed it. Had a feeling it might be something like that but wasn't in-game to check. Am going to hold off on editing the others because likely at this point we'll have to do it all again on the new site. Hopefully someone reminds us after the move.

What exactly is the Red Haired Baby thing? I read about it, but I don't really understand what it's supposed to be?

it's where a sim gives birth to a baby whose other parent is not that sim's partner. The kid doesn't necessarily have red hair, that's just an expression. Am pretty sure this is for inactives only, one of those options to just shake things up a bit in town.

In my day (well, maybe more my parents' day but there would be some overlap for us very late baby boomers), the neighbors would have said "Wow, the new baby looks just like the milkman!" Or maybe the door to door encyclopedia salesman to reference a prior thread or the postal carrier. :)

Ahhh yes, the milkman's baby. LOL. We actually had neighbors when I was a kid (gen X here) my parents used to tease about "mixing it up". Our neighbors on one side were both red-heads with 2 blonde kids and the neighbors on the other side were both blonde with a red-head kid. LOL It wasn't true of course, at least we don't think it was. :-D

UPDATE: The death moodlet is not propagating. My sim's kid was electrocuted and his active family all have the death/mourn moodlet, but none of the family does. Not the grandparetns who live next door, not the uncles, aunts, cousins...not even close friends. Just he active family. I checked and yes it is set to TRUE so I'm not sure why it didn't. Does this take some time to happen? I checked a few sim-hours after his death and they haven't gone to bed yet as this happened in the morning and it's evening, but still nothing. Do I need to wait until the next day?

Did you d lets the cache files, and after you made the changes did you save as and exit the game a reload? Sometimes the save-exit-reload is needed for settings to kick in.

Yes I always delete cache files before every game. I have yet to get the moodlet to propagate to NA sims who are directly related or otherwise. It's just the active family who get the moodlet. I have checked that I have the right mod too, and it's all there. So IDK what the deal is....sigh...
