More "Little Idiot" actions!
Sometimes, in my game, my time is limited. They have to get up in the morning for school or work and are already late for bed. Then, when I direct them to go to bed they stand beside it and swing their arms back and forth, or stretch - everything but get into the darn bed! Sometimes it takes a sim hour or more before they actually get in bed. By that time its like 2:00am.
LOL ... I'm no expert with Relativity, just started using it a month or so ago. Do you have it installed?
I'm using The Idle Killer but not sure that would work in your situation.
As long as you are directing them to go to bed why not slide their sleep need into the red. They'll get in bed fast enough, LOL

I do have Relativity installed and I just before I opened my game I installed the idle killer you linked to, I thought that may stop the problem but it hasn't. I was a good girl and cleared all my cache files before installing the mod. My sim was in the red, that's why I told him to go to bed. Then he just stood there for more than a sim hour. I wanted to grab him by the neck and plunk him into bed... but we don't have a mod for that yet LOL

If delays that long in responding to user commands are happening all the time, that suggests the game is overloaded and cannot process what you are telling it to do. If it only happens once in a great while, I usually cancel out the command from their action queue and try again. Sometimes they listen better the second time. Although it shouldn't make any difference, sometimes a DE sim reset first helps get their attention faster.
It's also possible this is intended in that a sim who is overly tired will be slow to respond to commands and often have to yawn and complain about being tired first (even when the command is Go To Bed). But not for a sim hour, that sounds excessive.
