Some of them might really be retired, but that is also the designation given to Role Sims, the ones who staff role giving objects in town like cash registers, LN bars, bouncer ropes, stylist and tattoo chairs, festival booths. These sims do not have "real" careers and are not necessarily residents; the designation helps prevent them from being dragged into regular careers as SP or the game itself thinks they are needed.

Just another thought, if you are primarily interested in careers that real residents have and not so much the homeless NPCs such as Role Sims, instead of hitting "X" to dismiss the filter on the Demographics report, you could filter down to Type of Sim (And) > Resident. You won't get the homeless co-workers and bosses commuting in that way, but it depends on what you are looking for as to which combination of filters might be the most helpful.
